Jubail Industrial College has its roots in 1978 when the Royal Commission for Jubail and Yanbu established a skills center, to skilled manpower required by the Kingdom. In 1982, the skills training center was upgraded into an institute named the Jubail Industrial College. JIC is the Kingdom's largest and most sophisticated technical institute governed by the Board of Diretors of the Royal Commission.
The Royal Commission (RC) of Jubail constructed a District Cooling Plant at Jubail. The Ultimate capacity of this project is 30,000 TR in addition to TES tank with capacity of 37,500 TR and TSE treatment plant of final design capacity 6,250 m3/day to serve the university campus (JIC).
Saudi Tabreed Operation and Maintenance (STOM) is appointed to Manage the Testing and Commissioning of the District Cooling System to achieve a standard and snag free completion of the project.
STOM shall oversee and issue thurd party witnessing certificates related to different stages of the commissioning if the tests are satisfactory or shall recommend procedures and retest until satisfactory results are achieved.
